To get this look you'll have to go to the hairdressers and get a chin length layered bob, to maximise texture and body.

To style this cut yourself you should wash it and apply some body boosting, or volumising mousse (Charles Worthington Big Hair Mousse should work a treat) especially at the roots and crown, then blow dry using a medium sized round brush and lift up at the roots and curl out at the ends.

If you still can't manage to achieve Jessica's curly look just get some tongs and use them to kick and curl out your hair at the ends. You shouldn't have to do all your hair like this, the look should be quite natural and free, so it doesn't need to be perfect.
